must enrolled in a course of study in Australia and obtained a Confirmation of Enrollment (CoE)

registered for Overseas Student Health Cover (OSHC) , or you are in the exempted list

must be older or at the age of 6

if you are under 18, you must have welfare arrangement

if onshore you must hold an eligible substantive visa before applying
